- Co-founded an industry alliance – IT Matters for Hong Kong – to facilitate industry development, enhance competitiveness, and promote ICT's positive image to the public (2004)
- Worked with Internet Data Centers to urge the government to open up land use policy in Hong Kong Science and Technology Park (2008)
Regulation: From Interference to Self-Reliance - Established the first ISP code of practice with the Television and Entertainment Licensing Authority (TELA) to handle obscene and indecent content on the Internet (1999)
- Established the first ISP code of practice with the Office of Telecommunications Authority (OFTA) to tackle spam emails (2000)
- Initiated "Project Net Respect" with industry organizations and social services agencies to promote the healthy and ethical use of Internet and IT technologies, and to draft and adopt an ICT users' code of ethics (2008)
Opportunities: From Recession To Rebound - Conducted "DO IT! Campaign Small Enterprise Support Scheme" to help ICT industry and small companies adopt ICT to recover after SARS outbreak (2003)

- Established the Mainland version of "IT Solution Directory," which was synchronized with the Hong Kong version, by collaborating with Guangzhou Municipality Government (2005-06)
E-Public Services: From Piecemeal To Ubiquitous - Supported the introduction of online and wireless consumer information services (2001-06)
- Promote the Intelligence Transport System by setting up "ITS Working Group" to develop future frameworks to provide real-time transport information and dynamic navigation (2005 – current)
- Drive IT adoption in healthcare, including steering the project on Clinical Management System III of the Hospital Authority (2005 - current)
- Together with the Professional Commons, published a policy research report on "e-Government and Better Governance" with a list of recommendations for e-Citizen services and e-Engagement (2008)
Human Factor: From Manpower to Brainpower - Persuaded a tertiary education institution to offer programmes on health informatics for the nurturing of health IT professionals (2008)

Digital Dividends: From Divide To Inclusion - Fought for a decrease on the PNETS surcharges (1995-2000)

Intellectual Property: From Copyright to Fair Use - Lobbied the Government to include Fair Use in its public consultation on Copyright Protection in the digital environment (2007-08)
- Co-founded Creative Commons Hong Kong (CC-HK) which is now localizing the "Creative Commons" license to the Hong Kong SAR, for local creators to mark their creative works as 'some rights reserved' to facilitate legal sharing, remixing and reusing (2008)
