Dear Friends in the ICT Industry,

I am writing to you as your Legco candidate for the IT Functional Constituency, (1) Charles Mok.

By the time you receive this email, I hope you have already received my feature election publication, the "Read Me!" booklet.

Inside Read Me!, are stories of me and my calling. The collection included exchanges with those who saw me become who I am today: my professors, teachers, those who share my faith, classmates, colleagues from various associations and organizations, friends in the ICT industry and fellow companions in our fight for freedom and democracy!

I believe in the rational judgment of our professionals of the ICT industry. Every picture and every line of my platform proposal for ICT for Hong Kong in the Read Me! booklet serves as my testimony to you to win your vote and your trust that I, Charles Mok, have the competence and understanding to deliver. My accomplishments over the last 20 years are made possible only by the bringing together of remarkable people within our industry, step-by-step and accumulatively through joint efforts and wisdom of the collective. Allow me to also take this opportunity to show my heartfelt thanks to the hundreds of supporters and nominators listed also inside Read Me!

Read Citizens!

ICT changed the world. Now the world looks to our industry with expectations. The overarching principle of my policy platform is to work towards the best interests for ICT and for Hong Kong. The safeguarding of information freedom, information security and the open environment of the Internet, strengthening of protection of privacy, promotion of public e-services are all good examples of policy initiatives that benefit the society at large while expanding the local ICT market. I believe these policies which take the public’s interest at heart will be supported by the people and other fellow councilors. Included inside Read Me! are more than 80 concrete policy proposals.

Read Legislator!

An important job of a Legislative Councilor is to monitor the government. Under a non-democratic government like Hong Kong, this function is especially important. I am a candidate from the Pan-Democrats. I will fight for the implementation of a "true universal suffrage", I will work hard to monitor government's executive processes, I will stand firm against any collusion between the government and businesses, and I will uphold human rights and freedom. Furthermore, if the Pan-Democrats are unable to defend more than one-third (i.e.21 seats) of the 60 seats in the Legco, the people will lose any chance to stop the through-passage of the government in matters of significance such as the legislation for Article 23 of the Basic Law. Already, 13 out of the 30 seats among the functional constituencies have been automatically elected to pro-establishment councilors. In geographical and all remaining functional constituencies, every single vote will make a difference!


Our ICT industry has been a resolved community. I am proud of our composure. This September 7th (Sunday), we shall witness a critical moment in time for the ICT industry and for Hong Kong. I am confident I am the best candidate to serve our industry as a Legislative Councilor for our IT Functional Constituency.

Safeguard 21 Seats for Pan-Democrats, For ICT, For Hong Kong issue 6, 1 September 2008

Dear IT Voters,

I am reaching out to you as your Legco election candidate for the IT Functional Constituency, Charles Mok (1). This coming Sunday, September 7, is polling day, a day at a critical juncture for the ICT industry and for Hong Kong. Your vote can make a difference, and I am fully confident to stand as the best candidate for our industry.

Able to Deliver - I have been serving the sector and devoted to public services since 1995 – from successfully fighting for the lowering of PNETS charges with partners in the industry, to the recent lobbying to include the fair use principle into the Government's digital copyright consultation. My achievements have demonstrated my contributions to the industry, my understanding for technology policies, and my ability to find solutions.

Committed to ICT - I will focus on the expansion of public e-services in major policy areas such as healthcare, education, transport, etc. -- so that citizens will benefit while the local ICT market can expand. I will support the development of ICT professional certification to elevate our professional image. I will mobilize policy development for ICT, to expand overseas and Mainland market. I will stand firm for the protection of information freedom, and advocate for Internet security, open environment, and personal data privacy.

Committed to Hong Kong - I will fight for a "true universal suffrage". I will monitor and strengthen public governance to eliminate cronyism, to protect human rights and freedom, to put public interest first, and to speak truth unto power.

Safeguard 21 Seats for Pan-Democrats - Hong Kong's political system lacks true democracy that can effectively monitor the government. Without the securing of more than 1/3 of the seats in Legco (i.e. 21 seats) by the pan-democrats, Legco will become totally powerless to counter our bureaucrats' through passage. Already, 13 out of the 30 functional constituency seats are automatically elected to pro-establishment camp candidates.
